It certainly looks that way since BUCC didn't have phase 1 and phase 2 trials for COVID specifically. But that's also why the scientific rationale for BUCC use against COVID-19 is in every PR.

Previous phase 2 trials for BUCC were for gout flares and cystinuria. For cystinuria specifically, BUCC was shown to reduce cystine as a binding agent. Given the research last summer (N-acetyl-cysteine), the FDA could viably move BUCC (a thiol now shown to be more potent than other NACs) into a COVID-19 Phase 3 trial due to its potential to reduce those ACE receptors
