It looks like T. Rowe Price will still allow Caveat Emptor trading. They charge $20 for commission though.

I have an account with them (almost never use it), and I just tried a test trade for stock symbol SOLI (grey sheet and caveat emptor).

The trade was not rejected and was open.

As far as I know, there are no longer any non-commission brokers that allow CE trading.
