With RM candidate money I would think. If you cost average a billion shares @ say .0005 that is 500k which may not be much to a potential candidate if they are a decent size company and already in a pending agreement with the custodian. Especially if they are going to use the buyback shares as compensation package or something for exec level positions. Then when/if the RM happens, whatever valuation the company has then, that increases the value of that compensation based on fundamentals.
I would think that if they did a RS, that they would want at a least majority of the stock in possession.
I just don't know and am probably just an idiot... But doesn't stop me from thinking. (dangerous to me and those around me.)
