Insider Financial "wrong" on IQST, or was their timing just off and premature on calling the "big move?"

Question for the non "short" sighted board members here, if someone tipped you beginning in 1985 and for the next six or seven years or more to buy stock in Microsoft because their browser was potentially highly promising and very likely to be a once in a lifetime game changer for you but then it took eight years for the stock to really take off would you say the tipster was "wrong"?
