What is the purpose of a company posting something it is "considering" rather than simply announcing what it knows it is going to do?

This is the huge, huge, huge problem I have with NWOG. We might do this...we might do that...we have a $2.17 buyout offer, but...oh yeah...we aren't going to take it so we can all watch the shares tank to .08.

A responsible company does not post its "thoughts" in PRs; rather, it posts its actions. IE: The Board is pleased to announce it will be paying an xyz dividend to the stockholders of record on y date.

Done. Nice, clean, simple.

Why not post, "NWOG is considering painting its offices with a soft blue hue to increase productive thinking which its thinks might result an an increased PPS"
