So as long as no one takes physical possession of all of the shorts they issued, they are given permission to short the market? And since they swap shorts amongst themselves (supposedly) the likelihood of them ever reaching that tipping point is next to zero.

If you are correct, this stinks more than I originally thought it did.

No wonder people are starting to say
