An IRA is a cash account and as such your broker needs your permission to lend your shares to someone interested in short selling a ticker you own. If the security is in demand, you can profit from lending your shares in a cash account.

In a margin account, your shares can be loaned out without your permission for the most part (because when you sign up for a margin acct its in the paperwork that you sign).
