From old PR:
Calypte Biomedical Corporation announced today that it has received an order for 100,000 of its over-the-counter (OTC) version of the Aware(TM) Oral Fluid HIV-1/2 Rapid Diagnostic Test.
Point: It only says OTC "version", it didn't say it would be used directly as OTC. I was under the same impression as you though, that would be be strickly used as OTC. Maybe down the road.
