The CE wasn't holding this back until today. Plenty of peeps were willing to trade CEs before and are now just not allowed. Everyone who wanted into BLLB with the current DD got in.
Up to the company to generate more interest without using the CE as an excuse. The CE does not keep them from conducting actual business unless their business model is based on selling stock...
