There is no naked short selling in RCPIQ. That is absolutely ridiculous.

Rock Creek is defunct. The company no longer exists, as it has been liquidated under Chapter 7 of the US Bankruptcy Code.

By LAW, the stock cannot be used as a shell. It is dead, and eventually FINRA will get around to deleting the ticker for good.

That ticker deletion could happen at any time. And anyone foolish enough to be holding shares of this already dead stock will lose 100% of their investment.
