That doesn't even have to be preliminary, you can have a legit, full fledged test, survey and valuation report done, but for public companies it has to be done with the NI report that has very specific procedures and criteria.

So the only reason to do the NI is for public company reporting. You can get a different report done for cheaper that would be more than sufficient for agreementa, investors and so on
