Interesting perspective here.

"Within five days, or the new "Proposed" SEC changes".

My in English comprehension class, I was taught that a term like "New Proposed" is used passively, and only suggests "something may or may not take place".

How were you able to jump right into a "Positive" or concrete change that "May or May Not Happen" and within five days!. How did you get there?

I've got to hear this one......
