Again, why would they announce the contract if there were questions around whether KBLB can produce?

I agree, I haven't said they can't produce.
But they have had issues in the past.

They need to announce it.
Its the missing puzzle piece to the puzzle.
It confirms EVERYTHING going forward.
It's a bigger announcement than the one today.
Without it, everything else is insignificant.

The announcement today does not guarantee KBLB will receive 32 million.

KBLB still has to produce enough silk to fulfill the 32 million dollar contract. Without production it is insignificant.
