I read something a few weeks back that $MMEX is closing in on purchasing another refinery already in operation. I forget where I saw that!? Sounds like a great plan though. I'd imagine it is easier to get funding for an operation that is profitable on day one. My guess is some of the proceeds will be used to fund the completion of the Pecos refinery.

If this is indeed the plan/news behind the scenes, it will be a whole new ballgame when this hits the wire!
