While the Phase 1 numbers do nothing to establish efficacy, they do count toward the numbers that prove it is safe when administered via IV. So to count those numbers when talking about safety is certainly appropriate. Grumpy, you probably know but maybe some who are reading this may not know that: Most Phase 1’s only evaluate safety and they use healthy test subjects so evaluating efficacy is not part of the trial protocol.
