Basic Question

My apologies if this is very basic question for this board. but I just want to confirm the difference between and alert and filter. Lets assume you have 100 stocks that you want to screen and you have a set of filters defined (eg. vol etc) and a set of alerts (eg. new high). The way I understand it works is first it will filter the list of 100 stocks based on the filters specified and then the stocks that pass the filter as checked in for alterts.

Do all alert need to be satisfied in order for a stock to show up as hit? Does it have a "AND" function. or does it have an "OR" function.

Thanks in advance for clarifying this very basic concept.
