There are 2 different filings. One for the cancellation of the shares with a par value of .0001 and another one for 15 d going dark two totally separate things they have no association with each other

Rule 12g-4(a)(2) means he is terminating a class of securities, like the preferred series shares that were converted to commons. Read more on that rule here https://www.law.cornell.edu/cfr/text/17/240.12g-4
