I just wonder if there are other notes being sold by Powerup to Redstate. Or was this a one-off?

Of course, the LBSR longs think it signifies something important and encouraging. I don't think it means anything. The note still converts in April.

Do your own research, use third-party sources, and don't buy into the hype.
