Probably due to the space shuttle program. The shuttle design and development started in the late sixties and probably caused the Apollo program to run out of money. NASA was moving towards a reusable approach. Supposedly the Saturn V rocket and Apollo design documents were thrown away during a house-cleaning faux pas.
