No it doesn't.

The entire purpose of a reverse split is to raise the price (which alternatively reduces the amount of shares).

For example, if they do a reverse split of 10,000:1, the share price will go from .0001 to $1. But then (of course) the share price will most probably drop because shareholders will then start a major selloff.
