This essentially relieves Wei of filings while the stock is still under custodianship. Although the stock has been sold Lazar is still the custodian until the court terminates the custodianship.

The other reason why this form would be used is to allow the foreign entity that purchased it to list the ticker on the Shanghai Stock Exchange (SSE) or Shenzhen Stock Exchange and still list on US exchanges. This form also allows foreign investors to come into the company. However, based off what was checked on the form it appears it was simply filed to remain current and save money.
