CEI has mostly hung..around $1 for..over a..year now.

Congratulations to them!

This after the worst collapse I have ever seen a stock do (without going to zero). You could have bought hundreds of millions of dollars worth of this stock several years ago, and with the series of reverse splits you would now have one share worth roughly one dollar!!!
