I don't think Russian hackers would have anything to gain from hacking, or faking, an SVTE website. I doubt there are any Russians who own SVTE. Seems more likely that SVTE hired some random website developer who just happens to be in Ukraine. SVTE is in California, maybe they found that local website developers are too expensive and so they went with a cheaper person they could find online.
