Read this one more carefully, yes implied volatility can have a positive effect on a stock but recent options activity have been in $20 calls, the article points out that the implied volatility makes it more profitable for options traders to sell calls (a bearish move) at minimal risk because the perception of market thinks a big move isn't that crazy of a prospect at this point, therefore increasing the value of out of the market options. However, 9 out of 10 times that prospect isn't full filled and in fact this is a bearish or neutral strategy at best.
