There's a big difference between getting financing for starting a project from scratch and buying an existing facility. Convent Refinery pays millions in local taxes annually and the 698 current employees support many other local businesses.
It is in the best interest of the locals in Convent to support financing for a new buyer. I just hope MMEX realizes this and goes for it.
