I use the OTC website stock screener.
You can search (for example) for stocks that are below a certain price, and pink current, and then you can read up on them and see their AS and OS numbers.

I personally stay away from anything that is not pink current (yield is OK as long as they have some news or filing that says they are trying to get up to date), and anything with an AS higher than 7B shares (the lower the better), but those are just my preferences.
