Yeah it’s determined by VC crooks that funded the company and founders that are looking to dump their shares once the companies go IPO to retail sheeples that hold the bag to eventually get slaughtered!

However, this year most of these Ponzi IPO companies set outrageous SP based on artificial market created by none other FEDs!
