My guess is that the construction by 3-D builders will not be done at cost. They as need to provide profits for PBLS as well as any other division. The bonus for shareholders is that we will gain from all aspects of the development and 3-D is a shoo-in to get the contract.
Very nice how one PBLS division can feed another as shareholders and company benefit.
