You're still missing how this works. It's not about WHAT the drug can do, it's about WHO owns it.

Merck lobbied $7M in 2019 and $5M in 2020. In exchange they get a contract worth $356M.

IPIX isn't scratching the backs of any swamp creatures. Don't expect any US government money without a partner with lobbying history.

You can't simply apply logic to extrapolate value from functionality. They are not related in this case.
