if TEUFF restarts they need to go legit and do a debt offering to restart the company not a dilutive equity offering unless current shareholders retain 50% of the company but at minimum 25% equity stake if they do both a debt and equity offering

current shareholders would not approve a SHIPS TOPS GLBS nor CTRM like equity raise

the CEO of TEUFF would be hauled off to jail before that happens from major lawsuits etc civil etc if they tried that serial dilution scheme again IMHO
