Want Clarification - Your Thoughts?

On the recent Shareholder Update of 12/21/20

In their SUMMARY, they said
"potential uplisting to the NASDAQ market without unacceptable dilution:".

Usually, an uplisting to the NASDAQ would require a dreaded R/S.
However, they did say "without unacceptable dilution".

I say don't put the cart before the horse. Don't rush the uplist yet. Let see what trial results/updates do for the share price.
