When Calabria pulled the existing Capital Rule and did
not have a new Capital Rule ready to be submitted on
the same day is when he should have been immediately
Fired.

Nobody in the private sector would have ever gotten away
with a stunt like that and still be employed. In the private
sector he would have immediately gotten the boot out the
front door.
