You need to brush up on SEC rules.... CE is an otcmarkets designation, it has nothing to do with SEC... When a ticker gets suspended by the SEC it is a death sentence. They are all 2 week suspensions , but they delist you into the grey market afterwards and it is impossible to get out. This will not trade again except for 0.0001s a few times each year. Probably not even that with the new rules for TDA and E*trade not being able to trade greys or CEs. Happy to educate you further if you need it
