The Lawyer HÉCTOR BOLIVAR ALEMÁN ESTÉVEZ, is international analyst, withdrawn of the Faculty of Public Administration with the title of Lawyer in International Relations, with his Thesis of Graduation Compendium of the Jurisprudence of the Court the International of Justice, in which he obtained the highest qualification and recommendation for his publication, he has studies of Biology and Industrial Engineering in the University of Panama. Public has participated in the gremial plane like founder of the National Federation of Servants and of the Association of Employees of the University of Panama, in seminaries in center of Democratic Studies of Latin America (CEDAL), Friederich Foundation Ebert, San jOse of Costa Rica, have been delegated and Expository in Conferences for the Organization the International of Servants Public in Mexico, all America Center, Brazil, Venezuela, Dominican Republic, Swiss Geneva, the United States and Finland among others. It has participated like exhibitor in subjects of Sindicalismo, Public Administration, the Political Economic International and in diverse Forums in Panama and the foreigner.
The Lawyer Héctor Alemán, had an outstanding trajectory in the student movements in defense of the national sovereignty and in gremiales activities like defender of the vindications of the servants public, of special way in the preparation, approval and execution of the Civil law on watch and Administrative Race, he has been members active of the Democratic Revolutionary Party in which he has exerted important positions of direction.
He was manager in International Agreements of Educative Cooperation with several countries. As well as Co-editor of the Statutory law of the University of Panama, was Chief of a main directorate of the Institute for the Formation and Advantage of Human Resources IFARHU, position from which promoted the attendance and the educative credit for popular sectors. Occupying the vice-presidency of the Pan-American Association of institutions of Educative Credit.
At the present time one evolves like Legislator of the Republic and President of the Commission of Outer Relations of the Legislative Assembly, is First Undersecretary of the National Executive Committee of the Democratic Revolutionary Party, Member of the National School of Career diplomats, Member of the World-wide Network of Solidarity and Main Representative of the P.R.D., before the Commission of Political Parties of the Electoral Court.
