There may be instances where a conservator takes all the money from a company they are to conserve. But they must conserve and preserve that money so it can be returned to the company at a future date. The U.S. government took all the money from Fannie and Freddie with no regard for conserving and preserving; nor with any intentions of ever giving the money back to F&F.
