Nothing the government is currently doing is going to provide a giant windfall for JPS. Their focus is not JPS. The endgame is not JPS. There is only commons being commons and JPS being JPS until the companies regain the reins. Fhfa and treasury, if smart and wise will let the BOD's pick winners and losers when, or even if capital needs to be raised.
