It used to be said that there is no "pre-market" in OTC. That always seemed to be the case until thios year at least. I have noticed several OTC stocks lately moving shares pre-market. So I think it really is based in interest in the stock. If the right players take interest you will see things move outside normal hours.

$GRLT and BBRW are good examples today, they both moved a couple mill before the bell and GRLT gapped up from it.
