Best statement from JUSTICE GORSUCH (regarding the whole 3rd amendment)

When -- when we have the Federal Vacancies Reform Act, for example, it
says that an action taken by somebody who's without power is void, not just voidable, notcratifiable, it's void. Why wouldn't the same be true here?
