The amount of buys and sells are irrelevant to the PPS. What matters is the prices where the trades went off.

Consider this hypothetical situation....lets say someone buys 100k off the offer at .045 when the bid is .04. Then after a while someone decides to put in a 50k offer at .044 and the bid is still .04. If the .044 offer is bought, the PPS registers a downtick, even though there have been nothing but buys.

Then imagine someone sells the .04 bid 5000 shares, and then a .0425 offer comes in, which someone buys 50k of, and then the day ends.

Totals for the day were 200k buys vs only 5000 sells, but the PPS still finished down (-.0025) on the day.

That's how stocks finish down on a day with mostly buys.
