Only point is, there's all lot of research out there that doesn't mention this company and even predates its existence, which makes it hard to believe the military and scientific community consider the concept is owned by them. Search on laser filamentation/ionization/plasma.

So the value comes down to the possibility of a breakthrough covered by secret patents (ignoring that it didn't lead them to production and feasibility is still being studied). Considering contracts are being awarded to other companies, is it reasonable for investors to expect a response to establish their intellectual property?
