My take,,,they can, just as easy as they can put out a PR, they pay a fee,,become current, and if the plan is r/s, they can do it, but as I have been thru many, its not as common as one thinks, maybe 30%, 30% dilutes more, 30% it runs to 2, other 10% maybe it runs higher, 1%, maybe it goes to a penny,,,that's my poker odds calculator for ubqu, lol
