GANNON GIGUIERE, the California stock tout charged for a $10-million pump-and dump scheme, has agreed to plead guilty. The government states that he published misleading tout sheets in support of manipulations that included a group of Canadians. He ran a website called TheMoneyStreet that boosted three stocks while he and others dumped millions of shares, prosecutors said.
