Unfortunately, Rae’s dismay is well-founded. As was widely reported in coverage of legalization here, Canada was in the driver’s seat to show the rest of the world how to create the foundations of the legal industry.
Among other things, legalized cannabis was expected to be responsible for 125,000 new jobs in Canada.
At the same time, Canadian universities responded with new courses in organic chemistry, genetics, chromatography and other pertinent subjects to meet the need for plant scientists and other specialists in what had been predicted to be a $22-billion-a-year industry.
Despite the advance preparation, the industry did not achieve the expected heights in its first two years. Cannabis sales floundered at the provincial level, with Ontario losing $42 million last year under Premier Doug Ford.
