That's the key.. Those shares already increased the OS was that so hard to say? That means the AS will not increase also as some have tried to imply.

The rest of it is speculation when RBC or anyone else will or will not sell their shares.

The fact is the OS will not go up if RBC puts shares into the float bc their already accounted for in the OS.
