WTF, isn't this why they have a phase II and determine effective level of dosages and then progress to phase III to fully test over an appropriate number of people?

FDA is totally siding with big pharm here as well with Moderna and Pfizer it appears to me.

INO appears looks like they have to go fully through phase II before moving to phase III.
