A website establishes a basic level of credibility with your customers and/or target audience. It's a powerful communication tool. It is far and away the best way to create awareness for your company and it's is the first thing people seek out to find information about your company.

It requires very little investment to get a website up and running, so why wouldn't you do it? Using a service like Wix or Squarespace, you can create a basic website in a single afternoon. If you were President and CEO of a tech company looking to raise capital, wouldn't you want to have a website?

If you look at the SEC filings for PASO, you will find that Bruce Weitzberg has been the President and CEO of PASO since March of 2008. You can verify that here: https://sec.report/Document/0001193125-08-074256/. Bruce has been running a publicly-traded company for over 12 years and they don't even have the most basic website? What are they hiding? Why are they holding back? They could probably avoid many of the investor calls and emails they receive if they simply had a website and would have a better relationship with their investors as a result.

Many companies have a single page website that conveys plenty of information. Take Verus Foods for example. Their share price is $0.0005 and even they have a basic website that looks nice and leads me to believe that they are serious about their company and business. Have a look for yourself: https://www.verusfoods.com/. It's rare to find a publicly-traded company that doesn't have a website.

If it's not concerning to you, it should be.
