I think it's more on McConnell, who's actually been running a large part of the government. Kentucky's tobacco farming and processing is in a downturn and they probably don't want any more boat rocking.

They have his ear, for sure, and he needs their "campaign contributions".

There was someone around here who used to post (a lot) that Trump is so personally anti-smoking that he'd get with the program on this. In the end, though, money talks, especially to him.
