Have a closer look at the dilution rate.

'Shareholders of record' haven't changed, but this year alone the OS has gone from 214M to 355M (give or take).

That's significant. +141M shares added to the OS since Jan.
Think about how that affects the SP.

Regardless of the news (of the non-balance-sheet affecting sort), the OS would need to at least have buying-offset just to hold price, given any amount of dilution. I don't think we have that.

2 events collapsed the .20 hold pattern. Fumbling another application away and issuing a shareholder alert on a Sunday which was repeated news. Not many have faith left regardless of data.
