You asked how the amount PER DOLLAR was at arrived at.

In the case of the $750,000 component it is divided across the total Class 7 claim of $1,346,360,131.29

750,000/1,346,360,131 = $0.00056 per dollar of debt ... to be more exact.

So a $25 dollar face value note gets 0.00056 x $25 = $0.014 or 1.4 cents each.
