Two good points. (1) MP (source of) "...cerium and lanthanum. These elements are in oversupply and sell below their mined and processed cost...", (2) send ore to China anyway for processing, also have, I think 10%?, Chinese owner.

Look for repairs/upgrades to their existing processing equipment now idle. Also imagine an escalation of China trade issues and there is no supply at all at any cost ie: even toilet paper achieved that this year. Happened to Japanese manufactures around 10 years ago.

These materials "oversupplied" by Chinese at present with the lack of environmental or labor limitation bring the price below cost. Exactly the problem and why the government will support MP and others directly with money, also by policy, tariffs, coordinate with other processing companies, who knows.
